Rumana flood petition wants dollars for protection, not buyouts

Just a few days before Christmas, at Assemblyman Scott Rumana’s district office in Wayne, he and recently deceased Republican Assemblyman Alex DeCroce launched www.floodpetition.com in an effort to gain signatures that would encourage President Barack Obama to prioritize flood relief funding for the Passaic River Basin when addressing Congress for the 2013 budget. The legislators stated that the piecemeal funds for federal home buyouts are not solving flooding issues and a system of dams and levees or the resurrection of the 20-mile long flood tunnel proposal should be considered.
Thom Ammirato, a spokesman for Rumana, said the U.S. Army Corps has spent approximately $5 billion on flood control projects elsewhere in the U.S. last year alone, so Rumana and DeCroce are taking a stance that New Jersey needs to fight for a piece of the pie.
“As far as this hurting South Bergen, it’s not accurate. The same amount of water is traveling from the upper Passaic River to the lower Passaic River no matter what,” said Ammirato. “The flood tunnel would be 300, 400 feet under the river. Those hundreds of millions of gallons of water in this pipe would be flowing under the river, not into South Bergen.”

Rumana’s flood petition goes online

Residents are demanding President Obama make funding for Passaic River basin flood solutions a priority in his 2013 budget and now they can speak in one voice by signing a petition recently made available online.
State Assemblyman Scott Rumana started circulating a paper version of the petition that made it to a council meeting in Little Falls last month and he has since gone live with an online version of the petition, available at www.floodpetition.com.

He said there have been $3 to $4 billion in economic losses in the Passaic River basin as a result of flooding in the last six years and the problem is taken too lightly.
"It's a situation that must be addressed and must be addressed much more rapidly that people realize at this point," he said.
Rumana proposes two main solutions, both of which require federal funding: building a series of flood walls and levies or building the flood tunnel that was considered in the 90s. Although both are expensive projects, he said, legislators cannot afford not to implement one of them.
If flooding is not adequately addressed businesses will start leaving the region, Rumana said.
"What you'll be left with is a completely devastated economy in the Passaic River basin," he said. "You'll lose the ratables and the jobs."

The federal government can no longer ignore the severe flooding of the Passaic River Basin which has become a frequent nightmare for North Jersey residents and businesses, said Assembly Republican Leader Alex DeCroce and Assembly Deputy Conference Leader Scott Rumana today at a press conference held at Rumana’s district office in Wayne.
The Republican legislators announced the rollout of an on-line petition drive (www.floodpetition.com) that “encourages the federal government to prioritize the Passaic River Basin in New Jersey as a presidential priority in the Fiscal Year 2013 budget request to Congress.”
